Peddler/Transient Merchant License
The City of New Prague code requires that any solicitor, peddler or transient merchant engaging in any such business within the city obtain a license. The city does not require a license for individuals or groups canvassing or soliciting for the purpose of charitable, religious, political or educational organization if such organization is registered with the Minnesota Secretary of State.
According to city ordinance, solicitor, peddlers or transient merchant are defined as any person who:
- Solicitor: goes door-to-door, street-to-street or place-to-place to obtain orders for goods, wares, merchandise, or services to deliver at a later time. (Example: magazine sales). No Fee.
- Peddler: goes door-to-door, street-to-street or place-to-place to sell and immediately deliver goods, wares, merchandise, or services transported with that person (Example: ice cream truck). Fee is required.
- Transient Merchant: sets up a temporary and transient business in the city to sell goods, wares, or merchandise and occupies a building or lot to exhibit and sale wares (Example: fireworks tent). Fee is required.
Solicitors and peddlers can conduct business between the hours of 7 a.m. and 9 p.m.
Solicitors, peddlers or transient merchants must obtain a city issued license before selling in the community. Application for city a license to conduct business for peddlers and or transient merchants could take up to 14 regular business days before a license is granted based on background check. Once review is complete, the applicant will be notified if the application has been approved or denied. The fee associated with the application will not be refunded if the application is denied.
Must register in person at city hall and have a valid ID.

CHARITABLE GAMBLING
COMMERCIAL LAWN SPRAYING/TREATMENT PERMIT
Per Statute 114.02, Operating Permit – Applications for a lawn herbicide or lawn pesticide applicator permit shall be filed annually with the City of New Prague at least 30 days in advance of the proposed initial lawn herbicide or lawn pesticide application.
Permit Fee: $30.00 (Payable to City of New Prague)
COMMERCIAL REFUSE HAULER PERMIT
GOLF / CLASS 2 ATV/UTV PERMIT
Motorized golf carts, Class 2 ATV's and UTV's are not allowed on designated roadways, any public right-of-way, or public property without first obtaining a permit from the City. Permits shall be filed annually with the City of New Prague. The applicant must have a valid driver's license and provide evidence of insurance.
Permit Fee: $30.00 - Golf Cart and $40 for Class ATV/UTV (Payable to the City of New Prague)

LIQUOR LICENSES
A. Business Liquor Licenses - The liquor license period for City of New Prague businesses is from April 1 to March 31. No forms available online. Fee prorated.

Subd. 10.Temporary licenses; restrictions.
(a) A municipality may not issue more than three four-day, four three-day, six two-day, or 12 one-day temporary licenses, in any combination not to exceed 12 days per year, under section 340A.404, subdivision 10, for the sale of alcoholic beverages to any one organization or registered political committee, or for any one location, within a 12-month period.
(b) A municipality may not issue more than one temporary license under section 340A.404, subdivision 10, for the sale of alcoholic beverages to any one organization or registered political committee, or for any one location, within any 30-day period unless the licenses are issued in connection with an event officially designated a community festival by the municipality.
This restriction does not apply to a municipality with a population of 5,000 or fewer people.

TOBACCO LICENSE
The City of New Prague requires a license to sell or dispense any tobacco-related product or tobacco-related device in the City. All licenses are issued for a period of one (1) year for a fee of $200. The license period is from January 1 to December 31. For more information, call (952)758-1990.
